PROJECT DESCRIPTION:

A proposed casino located in a rural area in southeast San Diego County on Tribal owned land, the native people of the tribe saw the growing opportunity to capitalize and grow wealth for a community that had struggled for many years. Partnering with a casino operator Penn National Gaming, they planned to build out the majority of their reservation property in this area with the casino footprint. The site however spanned a natural creek and regional watershed regulated by the Department of Fish and Game and the federal government would not allow for any runoff into this watershed. Additionally, the tribe was required to retain all effluent water on site. The solution was a sewage treatment plant that feeds Southern California’s largest living roof at 30,000 square feet.
