PROJECT DESCRIPTION:

In 2024, McCullough joined forces with Turner Construction and DGA Architects to undertake a rigorous, year-long pursuit for a critical State of California development. After a series of high-level presentations and a highly selective shortlisting, the team won the prestigious paid design competition in 2025.

This mission-critical facility is designed for ultimate resilience, housing an emergency operations center, strategic storage, and independent power systems capable of withstanding the most severe disasters. Beyond its role in crisis management, the site will serve as a long-term hub for state training, media relations, and daily operations for decades to come.
